However, it’s also a dilemma for motorists driving in Harrisburg.Unfortunately, there isn’t anything in the works that will soon offer relief.That’s what city officials learned early Thursday evening from the Illinois Department of Transportation. Funding to build a new Illinois Route 13 from the Saline County line to U.S. Route 45 in Harrisburg will run out before the road gets through town, the state officials said.IDOT officials were in Harrisburg to get public input on its proposals for the Illinois Route 13-Western Saline County Parkway project. In an open house held at West Side Elementary School, the public viewed alternative routes for the relocated, four-lane Route 13 that will be built between the Saline-Williamson county line and the west edge of Harrisburg.Again, as they had in a similar meeting in February, IDOT laid down huge maps of the project area. The 400-feet-to-l-inch scale charts spanned nearly the entire length of the school cafeteria, with over 100 people coming in to pore over thegrid, fingers following the proposals.Beginning at the Saline County line, IDOT showed three alternative routes for the road:□ Alternative 1 generally follows the abandoned New York Central railbed south of the existing Route 13. The proposed roadway would begin where the existing road crosses under the Illinois Central railroad trestle. It would then curve to the south of the Sahara mine porthole and then curve north again to follow the abandoned railroad near Old Harco Road.□ Alternative 2 would begin with Alternative 1 and also curves south of existing road but remains north of the abandoned railbed and the Sahara porthole. It then turns south, intersecting with Alematieve1 near Old Harco Road.□ Alternative 3 also begins with Alternative 1 but curves to the north and follows existing property lines approximately a half-mile north of the existing road. The route would then curve to the south just west of the Harco Road intersection with existing Route 13 and then intersect with Alternative 2 in the area of the Saraha porthole.In the vicinity between the Bankston road and the Carrier Mills blacktop, there is one proposed route to Harrisburg, which follows the old railbed and runs south of theexisting road.Once in Harrisburg, there are two proposed routes — the Dorris Heights North Bypass and the Dorris Heights South Bypass. Kirk, engineer in charge of planning for IDOT District 9, said the agency has about $32 million to build a four-lane road between Marion and Harrisburg.About $8 million will go to build another two lanes between Crab Orchard and the county line.Two lanes of the new road in Williamson County are already built and are awaiting finishing touches few a Nov. 1 opening. IDOT is expected to begin letting bids for construction of the other two lanesin February, 1993.That leaves about $27 million is left in the project budget for the gloriously named Western Saline County Parkway. IDOT officials will present their proposed alternative route in a public hearing in the fall of 1993. Planning stages would last though 1994 with pavement hitting the earth sometime in 1995 for a 1997 completion.In the meantime, Kirk said IDOT is planning an engineering study tomake U.S. Route 45 four lanes between Eldorado and Harrisburg.Kirk said that Route 45 is significantly busier than Route 13. IDOT measured Route 45 at the Wasson area, counting about 8,000 vehicles passing over the road in the day. In a similar rural portion of Route 13, about 5,000 vehicles were counted.However, building a new Route 13 is a priority for IDOT, because the wild turns and violent hills make the road unsafe. After that, the high traffic volume of Route 45 makes that road the next priority.So, the Dorris Heights bypasses are on IDOT’s backbumer with no timetable for planning and completion.Perhaps, this is a blessing in disguise, as city officials object to the proposed bypass routes, which would connect to Route 45 just north of the Arrowhead Point Shopping Center at the north edge of Harrisburg.Harrisburg City Attorney Robert Wilson made his pitch to IDOT officials to consider a truck bypass that would cut around the city to thesouth.“Most of the trucks run south See ROUTE 13, Page 4By CURTIS WINSTON Staff WriterThe city of Harrisburg’s deal to purchase the Norfolk and Southern railroad right-of-way has fallen through, Mayor John Cummins reported Thursday evening.In July, city officials announced that it had an agreement from the railroad to purchase the railbed and tracks that run through Harrisburgand parallel U.S. Route 45 north through Eldorado to the Saline/Gallatin county line.It was hoped that purchase of the railroad hacks and yards would provide the Illinois Department of Transportation with some incentive to build a four-lane Route 45, as well as a north bypass for Illinois Route13.“We believed ourselves to be meeting all the conditions set by the railroad,” Cummins said as he viewed the proposed routes for therelocated Route 13. “It is not a donedeal by any means.Cummins said that shortly after Harrisburg mailed the railroad a 10 ing trail to Kamak.percent downpayment on the property, the check was returned with a letter stating the company had rejected the offer.The acquistion included a total of 398 acres of right-of-way involving approximately 16 miles. The city had agreed to pay $480,000 for the property, which included rails and ties. Harrisburg would then have sold the tracks and ties as salvage.The mayor said the railroad was now looking into salvaging the old tracks before it sells to the city.William H. Kirk, IDOT engineer in charge of planning for District 9, said that with the railroad deal up in the air at this point, it leaves IDOT hanging. He said a study is being planned to examine building a four-lane Route 45. Having the railroad right-of-way in Harrisburg’s possession would have made that easier, he said.South of Harrisburg, the Illinois Department of Conservation owns the railbed, which is being developed for the Tunnel Hill bicycle and hik-Search for suspect has been wild goose chaseBy NICK MARIANO Staff WriterThe two sightings of a stolen vehicle in Harrisburg and Pope County belonging to a Carrier Mills man who was shot to death last week were false, according tothe Saline County Sheriff’s DepartmentSheriff George Henley said the reason for the confusion is because of the car’s description. Police had been searching for ablack and gray two-tone, 1989 Ford Mustang. However, Henleysaid, the car is a gray color vehicle with a black, convertible top.Henley also said he does not believe the suspect, Joe W. Jordan, who is wanted for auto theft and for questioning about the murder of Ralph Thompson, is in Harrisburg nor the sister townships of the city.Thompson, 54, was shot and killed Tuesday, Aug. 11, at his residence in Carrier Mills. He was found covered in a quilt two days later by a neighbor passing his home.
