SATURDAYAMERICAN ***»WEEKENDA social two=pagi agriculture section.III! —Pages 10-11—Section InsertWEATHERSearch for murdersuspect continuingBy NICK MARIANO Staff WriterThere were no developments in the search of a man suspected of killing a Carrier Mills resident.Saline County Sheriff George Henley said his department and the state’s Division of Criminal Investigation have learned nothing new since Friday afternoon despite what he called “great cooperation” from other law enforcement agencies and witnesses.Ralph Thompson, 54, was shot and killed from multiple gunshot wounds Tuesday afternoon at his residence at 305 Smith Road.Police believe the suspect isin possession of Thompson’s1989, convertible Ford Mustang. The car is a black and gray two-tone with Illinois plates AL6035.It is possible that the suspect left the state.Also missing from Thompson’s residence are two guns which police believe were used in the shooting, a shotgun and a high-powered rifle, Henley said.Thompson’s body was discovered by a neighbor Thursday morning behind his pick-up truck covered in blankets about 30 yards from his house.Saline County Coroner Wendell Lambert, who was at the murder scene Thursday and who participated in the autopsy of Thompson’s body that night, also commended the DC I and the sheriff’s department for the“outstanding work they have done” in their investigation of the killing.bsence makes the delay grow longerCarrier Mills mayor airs frustration over getting village board togetherBy CURTIS WINSTON Staff WriterCarrier Mills Mayor Steve Wilson was frustrated — at least he appeared that way.Friday night, he was in the municipal building making photocopies of the village’s new contract with Saline Valley Conservancy District. The contract is ready to be adopted by the village board.Signing the document will complete an important step in bringing residents there and all points south better water. That was the purposeof Wilson’s presence there — a meeting to adopt the contract.The photocopier was acting up, with paper becoming jammed. It was this technical difficulty that seemed to bring out the frustration in the mayor. He opened the front panel, cleared the jam and slammed the machine back together. It continued to be uncooperative.At 7:22 p.m. Wilson, having given up trying to make copies, asked the village clerk to call the roll.Village Clerk Cindy Murphy called the roll with Bill Peck and Jim Swan answering present. Ron Arnold, Bob Mitchell and Sandy Cofield were absent.Wilson then turned around in his seat, got up and went to the phone directly behind him. He called Ron Arnold and Bob Mitchell.Arnold, the mayor said, “had just gotten home and was sitting down to cat.”Mitchell was absent because of a work commitment.Cofield was out of town.So, without a quorum, the meeting was not called to order.But, the mayor, boarm members Swan and Peck were there, along with three citizens, Gene Butler, Ed Yates and Homer Hartford.All of them looked over the Saline Valley contract and discussed it.“There are two things added (to the contract) that benefit the residents of Carrier Mills,” Wilson said.Among the provisions in the contract are a lower hook-up fee than had been previously agreed on and the emergency need-for-watcr clause is more flexible.The board, in a meeting this past Tuesday night, f ine-tuned the contract with Saline Valley, giving it to the village attorney, Nina Williams Brown for her to make the final draft.The hook-up charge is now set at $515,810, adjusted from $526,(XX).Also, if the village needs an immediate surge of water (such as in a fire), the means by which itdoes so is more flexible.In a previous draft, the water valve to Carrier Mills would have been locked on a set rate of delivery. Only the water district would have had authority to unlock it — possibly making an emergency a nightmare.The emergency provision in the final draff calls for the use of a sealed valve. The seal could be broken to gain access to the pressure gauge. The village still must seek the district’s clearance to break the seal, but if the district fails to respond within an hour, the village may go ahead and increase pressure.Rate of delivery is set at 30 psi at 250 gpm.More importantly, with Carrier Mills, and people in the western part of Carrier Mills Township hooking on, it makes it feasible for Saline Valley to extend its line down the old right-of-way to several points south, including Stonefort, New Burnside and Ozark areas still lacking in a reliable water source.So Carrier Mills is responsible for getting the project under way.
