FBI Acts On , NAACP Request, For InquiryThe FBI a week ago tot* the first step toward a possible investigation of allegations of civil rights violation in the beating of a 15-year-old Wellsville boy by law officers on April 21.William R. Duncan, local FBI agent, said he received a complaint of a violation from the family of Alton Morris through the Fulton branch of the National Association for the Advancement of Colored people, headed by Jack McBride.Mr. Duncan said he followed the FBI policy for all such cases, forwarding a statement from the NAACP detailing what the family said happened. along with a news story from The Ledger relating the shooting death the same evening of the boy’s older brother, Lloyd Morris Jr., 25, following his escape from Wellsville police headquarters.The information was sent to the assistant attorney general in charge of civil rights for determination of whether to investigate the case further, Mr. Duncan said.After an exchange of shots with police, the older brother had fled. Officers found him later, called for him to surrender and the fatal shooting occurred at that time. Ballistics reports are being awaited to determine of Morris was shot with his own .32 calibre revolver or with a police .38. Montgomery County Coroner Alex Gardner has withheld a ruling on the death pending the gun report.
