FLINT, Mich., April 19.—(/P)— William M. McKcighan on trial with four others in federal court at Bay City on charges of conspiracy to violate the prohibition law Was elected' mayor of Flint last night for his fifth term.The election was by the new city Commission which had taken 71 ballots before choosing McKeighan. In the previous balloting the votes had been split among Samuel Morgan, J. Bradford Pengelly and McKeighan.Chief , of Police Caesar J. Scavarda, who has been acting city manager,; and who also is on trial with McKeighan on conspiracy charges, resigned as acting-city manager last night. George Mcyan^ell was named to succeed hirfi and Tip O’Neill,, a member of the, city., commissionwas named mayor pro tern.McKeighan v/as elected mayor three times under the aider-manic form of ” government. When the city changed to commission form two years ago McKeighan became a member Of the commission. Last year thecommission named him mayor.Asserting, his innocence of theconspiracy ' Charges' McKeighan contended1 they were Inspired by political enemies seeking to embarrass him.
