For those reasons, we have elected to utilizeV1CAP to alert other departments with pending investigations.Beety explains that the V1CAPprogram begins with a questionnaire detailing pertinent facts about the suspect, victim, crime scene and means of attack. The questionnaire then is forwarded to the FBI and entered into their computer. IXpartments with similar unsolved cases will be identified and informed that the Menomonie Police Department has a possible suspectin custody.¥“When our department is contacted we will be able to provide certain pieces of information suchas fingerprints, blood type, etc., that may link Mr Taylor to other homicides,” Beetv said. “Withoutmthis valuable program coordinatedb\ the FBI. local law enforcementorganizations would have great dit-ficulty solving multiple cases witha common perpetrator.”Beety also said a national teletype has been sent out on Taylor, making this information availableto all regional law enforcementagencies.
