OKLAHOMA CITY (AP - A man sentenced in seven years in prison for his part in the theft of 51 Picasso etchings here in December 1969 failed to surrmder to start his sentence, federal officials said Tuesday.Deputy U.S. Marshal Mike McGrew said John Edward Soanes. 40, was scheduled tosurrender Monday. 10 days after the 10th U S. Circuit Court of Appeals issued its mandateagainst him.U S Atty. William R. Burkett said he would move immediate-1\ for forfeiture of Soares' $10,-%000 bond.Burkett said a notice mailedtn Soares at his California address was returned b\ the post-a services a notation hecould not be located.
