omcer.The total amount of Ones collected during the year ending March 31. 1898.19 given at 8209, and licenses at 8116. a total of 8385 Considerable space was given to matters relative to the McCly-monds Public Library The mayor referred to the liberal donations of George Harsh and Mr and Mrs McClymonds and spoke of the general rejoicing that followed, then closed with the folllowing statement: “There seems to be astumbling-block somewhere of which the public is kept in ignorance. It is stated by good authority that a petition was sent to the legislature asking for the passage of bills compelling the board of education to levy a tax' for library purposes, and to bond the city of Massillon m-the sum of 84,000, for the payment of repairs on the library building. The library property has been deeded to the McClymonds Public Library with the provision that if in any year the city should fail to pay according to the rules and regulations of the board of trustees as prescribed from time to time by said board, the said property is to revert to the Nahum Russell heirs with all improvements. The revision would naturally put an end to the permanency of the public library and would defeat the wish of the Hon. George Harsh, deceased This is, undoubtedly, the reason why the executors of the Harsh estate have so far refused to part with *he 810,000 If the city is to bear all the burden, she or her legal representatives should have title and voice in such public library matters It is to be hoped that an amicable agreementcan be made whereby the citizens of Massillon will soon be able to enjoy the blessings of a free library without exorbitant and annua! j a expense, and without a constant fear of f being ruled and regulated out of it ”The firlt;? committee reported an or
