Kansas OK'S 23 Amendment-D.C. Gets Vote RightTOPEKA, Kan. UP! — The Kansas House today ratified the 23rd Amendment to the; Constitution, giving citizens of the District of Columbia the right to vole m pres dential elections. This makes Kansas the 38th state to ratify the amendment, and is thp last needed.Passage by the House on a \ote of 88-0 completed action on the amendment by the Kansas Legislature. The Senate had passed it prewouoly.Kansas thus got the honor of being the state \\ Inch made the amendment effective. Ratification by 38 states was requiredEarlier today the Xou Hampshire Legislature became the 371h stale to ratify.
