New Health Center Memorial%To Pioneer El Paso Doctor # --Dr, J\ A, Rawlings, for whom the new health center is named, came to El 'Paso in 1897 from Kansas City where he had been practicing medicine, He did pediatric and obstetrical work mainly. During the summer of 1897, Dr. Rawlings1 health broke while doing post graduate work at the poly clinics of New York. He came to El Paso seeking a drier, more healthful climate.During bis later years in El Paso, Dr. Rawlings devoted all his time to the practice of obstetrics and pediatrics. He was widely known in the. Southwest.Much of the early health reform In El Paso was the result of his persistent efforts. He organized a clinic for the instruction of midwives for the purpose of teachingthem the best methods. This was be-*fore the CIty-County Hospital was developed to its present status. Dr. Rawlings later helped to license mid-wives.The El Paso doctor was associated in the earliest years with the old Associated Charities and was president of the organization. While president of the board of health, he did much toward inspection of milk and of the cows in the yalley to prevent the spread of bovine tuberculosis. His last illness was contracted while atending 17 non-paying patients, all of wjiom he pulled through pneumonia, only to contract it himself.pr. Rawlings was an elder in the First Presbyterian Church for many years. He was an ardent supporter of the Y. M. C. A* He was one of the first Kiwanis Club members.
