GOV. BRUCE KING signs House Bill 59, the State Educational Institution Library Bond Act, which allows subject to voter approval the sale of $10 million in bonds over the next five years to finance the purchase of books for libraries of New Mexico’s institutions of higher learning. Attending the signing are (feft to right) Rep. Bill O’Donnell, D-Dona Ana, a retired vice president of New Mexico State University; Dana Kicrsch, a University of New Mexico student who helped draft the legislation; and Senator l.M. (Ike) Smalley, D-IUdalgo-Sicrra-Luna chairman of the University Study Committee which authored'.the measure.
