David Pryor plans tovisit Russia in company with five other senators in search of information onthe SALT II treaty. At a Little Rock news conference over the weekend he said also he will vitis a Titan II silo inthe Search area, again in an effort todecide how he should vote on thetreaty.It wasn’t immediately clear how either the visit to Moscow or a trip to a missile silo would yield any truly invaluable date on SALT II, but Pryor says he wants to leave no stone unturned in his search for a decision on the pact It seems probable he and his five companions, who like Pryor are also undecided on SALT, will leave Russian with just about as much information as they take into the country.The junior senator said what troubles him is whether or not the-United States has the ability to monitor Soviet compliance with the treaty. This is a valid worry, of course, but dot one likely to be answered either in the Soviet Union or at the missile silo It seems probable, in fact,that the six senators are simplywasting their time traveling to Russian in search of answers more apt to be found in Washington, D C,Senator Pryor told reporters at Little Rock he has attended 18 briefings on the treaty and will meet with Henry Kissinger, the former secretary of state on Wednesday to discuss it further. He added that Kissinger's position on the matter might well affect the ratification vote in the Senate We do not question this prediction, although we do wonder why the thoughts of the one-time secretary of state should weigh very heavily in the Senate’s decision. Mr Kissinger, with all due respect, has been out of office for some years and cannot possibly be in a position to have more information on SALT II than do the senators themselves If anything, less.The senator said he will reach a decision on whether to support or oppose the treaty in October, will announce that verdict in Arkansas and explain his reasons The question is, will a visit to Russia really help in reaching that decision?
