Hal I ad a y, SuggAl board may reconsiderThe Texas AI University System board may meet Aug. 4 to reconsider the appointments of Dr. D. Whitney' Halladay as chancellor and Dr. B. Alan Sugg as president of the Corpus Christi campus, board member G. Rudy Garza said today.The local attorney said he had support from board members George Rhodes of Port Lavaca and Ricardo Gutierrez of Rio Grande City in requesting the special meeting. According to board rules, the chairman or three board members can request a special session.Controversy erupted over the Halladay and Sugg appointments because the men were hired without the positions being advertised or placed on the board's agenda for action. Several Mexican-American leaders, including local state legislators, felt the board acted insensitively by not conducting a search for the two positions.Garza said he was drafting a letter this morning to AI board chairman J.C. Martin of Laredo requesting that the special meeting be called Aug. 4.The next regular board meeting is not scheduled until Sept. 8 but Garza said he wanted the problem taken care of before then.✓'T had hoped we could meet this week, but it appears we won't have a quorum until the first week of August, he said,An attorney general’s opinion on the legality of the method used in hiring the two men was requested last week. The rulingprobably will not be issued for at least a month, and Garza said he thinks the board should consider the matter ‘‘with or without*' the attorney general’s ruling.The attorney general’s opinion will be of significance, but I believe we should move to reconsider the matter again regardless of the outcome, he said.Garza said he doubted he had majority support from the board to bring up the appointments before the ruling, but said he would try anyway. The meeting will also be used to discuss guidelines for such appointments in the future, he said.A special meeting could also be called on the chairman's initiative. biit Garza said he thought Martin wanted to wait for a reply from the attorney general's office.Martin, the mayor of Laredo, was attending a city council meeting and could not be reached for comment today.
