He has absolutely refused to follow the mandates of the county board, and further declares the law will back him up in his so doing.A home for- delinquent children is the cause of the present trouble, and it may lead into a serious deadlock. At the dctobcr session of the board of s uper visors the Wash -ingfcou hotel was selected _as the official detention home for delinquent children. The clerk and chairman of the board were instructed to enter into a contract with the management of the house.Before this contract could be ottered, however, the then management of the hotel sold out, so no contract was made. At the last session of the board the matter was again taken up. Aud it was decided to make a contract with the Washington hotel, and as the members had satisfied themselves that the new management was responsible the same program was gone through with. Iu. the closing moments of the meeting1 Supervis or Decker of the Greek read a resolution instruetiiig the chairmanand the county clerk to make another contract.When Mr. Decker presented his resolution some raised the questionof having the Haskell home of th’Creek selected as a proper place but Mr. Decker declared he. had investigated this proposition aiid found it impractical. So the. vote on the question of selecting the Washington hotel was unanimous.So far however, Mr. Hillis has uot left one child in the care of the Washington hotel, and what is j more he declares be will not, con*tiiaptprrno .cfta]j?acfc._.__._He__hqlds.that a hotel is not a proper and fit piaceltTwluch to kce^WThlldT i He has always been in favor of using the Haskell home for this purpose as he claims most of the children who come under his carelive in Battle Greek.He declares the law provides that a child cannot be confined in a cell with , old prisoners nor near a regular jail He declares that the power to make contracts for a detention home does not restwith the supervisors.All this trouble started at the October session wh en the board refused to pay a bill presented by Hiilis for serving papers for the juvenile court. Since that time all.of these papers have been served by a deputy sheriff who works on a salary.The matter will probably betaken up at. the coming mectiug ofthe boa.rd of supervisors which willbe held following the spring election.'taVBh
