And by these committees has been done the work of bringing the institution into condition for use by the public.The committee on linance, building and grounds has adapted the Russell homestead to library purposes by removing partitions, throwing the two stories together and thereby creating from the east part of the house a book room with a capacity of 25,000 volumes, fire-proof, equipped with steel book stacks, convenient desks, cases and other furniture. The rooms on the north and south side of the main entrance are for use as general reading room, newspaper room and children's room. It was intended that the expense thus incurred should be met by the special municipal bond fund, which proved inadequate, and was augmented by the income from the endowment fund for one year or eighteen months, if necessary. This was done with the consent and at the suggestion of J. W. McClymonds. This committee secured the legislation necessary for levying the tax and issuing the bonds for library purposes.The book committee has supplied the patrons of ihe library with food for thought in the selection of 7.500 volumes reposing nn the shelves of the book room and in the magazines and newspapers resting on the racks. This committee received .bids from the most prominent book dealers in the country, which were carefully compared and tabulated,-the contract being awarded to the lowest bidder, which proved to be The Burrows Brothers Company, of Cleveland- Application was made to the executors of ihe Harsh estate for the purpose of securing iIn* ¥10,000 bequest, which resulted in an agreement that, this iund should be used for the purchase of books only, and in no case be diverted to other purposes: also lhai the fund be not placed in the treasury of the library but., that duplicate bills of ail books purchased be rendered to the executors, v hich bills they agreed to pay from- the Harsh bequest.
