ordinary in cases of this character.Their first intention was to deed the property direct to the city, and it was so stipulated in my tender, but it was afterwards determined, upon consultation with a committee of citizens, and upon their advice to deed to a library association,duly incorporated, freeing it as far as possible from political influence, different members of the council at the time urging the propriety of this course, and thus placing it m a sense upoD the same footing as the public schools.In making this gift it was the hope and belief of the givers that the citizens of Massillon would enjoy the “blessings of a free library,” butit appears, according to the official report of our late mayor, that this blessing is not unmixcd and can only be had at an “exorbitant and annual expense.” and that even so it can be resorted to only under “constant fear of being ruled and regulated out of it.” If this view of the library is correct, action should be taken at once to correct the imposition. These gifts were made in good faith and with honest hope and expectation that in taking action to supply the public with a free library, only the best results would tiow from same; that it would be established upon the best and most lasting basis; thai its management would be just and liberal, and that its influence would be for good in all directions. It appears that we are mistaken, or has his honor deliberately spread upon the city’s records the above statements without taking the pains to verify the trulh of same—ignorantly or maliciously’*J.
