CONCERNING THE PUBLIC LIBRARY.To the Editor of Tne Independent: Mayor Schott in bis annual report |See Independent report of council proceedings March 30th,] took occasion to refer to the public library in a mariner that would tend to mislead ibe general public, and give occasion for belief that those having the enterprise in charge found it necessary in order to establish it permanently, to resort to ways and means that were dark and mysterious. He says:“There seems to be a stumbling block somewhere of which the public is kept id ignorance. It 19 stated by good authority that a petition was sent to the legislature asking for the passage of bills compelling the board of education to levy a tax for library purposes, and to bond the city of Massillon in the sum of 8-1,000, for the payment of repairs on the library building. The library property has been deeded to the McClymonds Public Library with the provision that if in any year the city should fail to pay according to the rules and regulations of the board of trustees as prescribed from time to time by said board; the said property is to revert to the Nahum Russell heirs with all improvements. The revision would naturally put an end to the permanency of the public library and would defeat the wish of the Hon , George Harsh, deceased. This ia, undoubtedly, the reason why the executors of the Henh estate hate so far refused
