The fifth commissioner is Joe Malkin of Keokuk, who was unable to be present Wednesday. Proposed harbor is a joint effort by the commission andresidents of Montrose. Much of the fill and material for the harbor will be concrete from old Highway 61 in the Montrose area. The harbor will be one of the largest in this area and will be located off Montrose's Riverview park. The park itself is scheduled to be renovated into picnic area.
