Mixed emotions on freeway workBy BILL MIRTINSWEST BURLINGTON - Cityofficials here and in Burlington have mixed emotions about the stepup of US 534 freeway construction plans through West Burlington.The Iowa Highway commission has announced a grading contract will be let June 24 for the freeway from just west of Roosevelt Ave. to US 34 west of West Burlington.Previously, the commission had planned to construct only the Gear Ave. interchange portion of the freeway here. The remainder was to be delayed several years.Release of impounded federal highway funds accelerated the commission’s 1975 construction program, officials announced over the weekend. Those projects ready to go were funded first, including the $3.3 million freeway leg here.West Burlington officials are generally pleased with the new plan, but realize it will decrease the time available for local portions of freeway-related work and accelerate local financial obligations.The situation was discussed briefly when the council met in special session Monday night to discuss GearAve. paving designs and the proposed shopping center along Gear.The council approved general alignment of a four-lane divided street north along Gear from the propped US 534 overpass to the north limit of property owned by General Growth Properties, developers of the shopping center.IHC will make Gear four lanes from Agency Rd. north to the interchange. Gear from the shopping center to US 34 will he two lanes. Street and shopping center construction plans may get under way this year.Burlington city officials were also notified of highway commission plans for the freeway. Mayor Wayne Hogherg said he isn't sure other local projects shouldn't have been funded first, citing a stretch of US 61 to be widened to four lanes between West Ave. and Sunnyside.Considerable preliminary work needs to be completed, however, and he doubts his objections will change IHC plans.US 534 from MacArthur bridge to Roosevelt is to be opened this summer. Initial construction work on Roosevelt, between Agency and Mt. Pleasant, is also to get under way later this year.
