Utne, Blair*, for floor damage.The governor stated:'The claims in these two instances are based upon the claims that highway construction in the city of Blair in 1050 was rcsnonsible for damage caused in a 1954 flood condition,“The rains causing the damage in 1S54 were of extreme proportions, exceeded or equalled on only three other occasions in 62 years prior to 1954. I share the views of the claims commissionthat the loss in this instance was not the state's responsibility/’
