(By MJail.)—The defense of the outlying portions of the Japanese empire Is no woccupying both the military and the naval authorities, it having been decided to construct at least ten strongholds at various strategic points.Theee will be constructed, of course, in such a way that advantage will be taken of the lessons taught by the war, and whereas the defense of he islands south of Japan proper has heretofore been in charge of the navy departments, arrangements have now been mad whereby the war department will co-operate therewith.t Is significant that the first move has been taken with regard to the Bonin Islands; and a commission of military officers left a short time ago for these Islands in order to make a study of the defense thereof.
