Diploma Withheld*The hoard approved the report, of the examining- committee which recommended that Douglas F. Dickerson was not yet entitled to a certificate of graduation from the Ivearne\ state normal. Principal Thomas of the Kearney school protested.against the report, hut it was vigorously upheld hy State Superintendent IT is hop as n proper precedent to adopt.The examining committee comprises P. J. Pod well, X Sparks and F« S. Purdue. ' Principal Thomas contended that the applicant was merely short In the matter of time in schools, hut that he was entitled to credit for time in public schools and high school examination a ud for teaching in those studies. He contended that the young man was i n eve ry \va y a cred it lor com -pleting prescrihed work in less time than is required by the rules which require 21G weeks above the eighth grade.JVTr. Pi.sriop contended that the examining rommilt'-'o had no evidence of some of the credits claims Lv the applicant. Jle said hundreds of students in other schools that issue normal certificates would lie asking for the same privilege and he did not favor letting down the bars.Uniform Course of Study.The presidents of the state normal schools and the teachers committee of the board made the following recommendations which were adopted by the board:1. That there ho established for nil of the state normal schools a uniform : system of student record; such record to include:(a) a record of high school credits.(b) a. record of collegiate credits.lt;e) a record of professional credits., 2. That the registrar in each state normal school he empowered and directed to classify students and to pass upon all credits: provided that where there is a question of credit in any department the same shall be adjusted by concurrent action of the registrar and the bond of the department concerned. That sufficient clerical assistance he given to each registrar that he may make end keep the records Complete and up to date,4, That a uill'Inn required course of si inly he crUtMt-shed for ail of the state normal schools, and that the same he used as a basis of graduation from each normal school.fi.
