Raise Discount 1 Rates, Urge Idaho Groups jWASHINGTON— Proposed principles and standards oi the , Water Resources Council were , both praised and criticized in a Joint statement sent to the council today by (he Idaho Wildlife Federation and the Idaho Environmental Council.The principles and standards . were said to reflect a'4new sensitive awareness at She national level'* of environmental consequences, At the same time the ' statement urged elimination of the regional development account as being a meaningless concept which would be used as a device to obtain an otherwise unjustifiable project.'1The council was urged to raise the discount rate to lQper cent to protect taxpayers and to take the fat out of the pork barrel/1.
