One reason King was able to act on all bills before the deadline this year is that he received them sooner than he did after last year’s 60-day “long” session. Lt. Gov. Casey Luna did his part to get the bills to King on time.The lieutenant governor has to sign all senate bills before- they are sent to the governor. But when it was time for Luna to sign the last batch, he was in Belen giving away his daughter, Carisa.Luna disappeared immediately after the wedding and explained to guests, when he arrived late to the reception, that he had been busy signing bills.
