A SiKatrLAS Ca«*.—On yesterday alteraconj .Officers Randolph *nd Filjtmorris arrested a mao from Washington, Pa., named Joseph Monegatij charged with obtaining a gold watch and chain, belonging to Mr. Philips, and valued at $200, an* der f-lus pretences. Mr. Philips bad left the watchwith Mr. Parker, aiiveramith, Tbirdf street, to be repaired, on Thursday, promising 16 call for it ia the morning. Yesterday raorningj howorer.a man ctlled at Mr. Parker’s and aakdd him for the watch, aiming that he bad been sent for it by the owner. The watch was handed to him, but by accident tbe chain was left. Tbe man returned abortly efter, and the chain was given to him. The astonishment of all parlies msy be imagined when the owner himself called far ibo watch, and^ it appeared that no one had been authorised logct it. Inlormation y^aa lodged at tho Mayor’s cffioe, and a description ol the man’s person given. 0,V Beer Randolph had seen a man-answering to the description, tie day before, whom ho had noticed particularly, on account ol some eccentricities in hb appearance, one of which was, that’ he was walking barefooted on the street.; The Officers went oat and socceeded ia -finding this individual and brought him to tbe Mayor’s Office, when he.ws* positively identified by Mr. Parker’s shop boy,who bad given bim the watch. The property bow.,ever, Was not found ia hi* posietaion.He had a lengthy hearing before the Moyer in which foor lawyer* were ongeged. He wa* committed bv his Honor, but will lw reload this morc-iag oa a writ of Habeas Corpus. He made an iu-aSectoal attempt to escape from the officers as they were taking him to the jail.Monnegan is the sun of highly respectable and wealthy parents, in Washington, and i^fcnowa by several responsible persons in this ci:y, who ler-tify to his previous good character. It be be thecnlprlr, he certainly must have been laboring undera attic of menial derangement, wc should think, and several circumstances appear to indicate as much.
