The steamer Topeka wh ich arrived in port yesterday with a cargo of crushed atone for the 9th street pavement has brought down upon itaelfta great deal of trouble.The steamer left Racine Wednesday afternoon and the captain failed to maSce a report at the custom house of clearence., It is understood that the Topeka owned by the Lake Shore Stone, company went to Port Washington to load stone for Sheboygan and the “clearance papers,” says the Racine News, “will no doubt be made out at Port Washington which is in the same district as Racine. * • 'While no marine law was violated by the captain of the Topeka as long as he goes to another port in this district to take on a cargo, a marine law would be violated did the steamer go to a port outside of this district.
