M. Raid rote to Andrew Carnegie, the iron King, calling his attention to the- fact that-! Steubenville had no public library build-ling, and that as Mr. Carnegie i had announced his intention to * devote a good part of his income to philanthropic uses be might place one of his numerous libraries in this city., His attention was alao called to the fact that at one time he bad been employed in Steubenville as a telegraph operator. Mr. Carnegie replied, stating thar he remembered the days he speDt in S-enbeu] villeand that at some future time he might do something for Steubenville if the citizens would show a disposition to help sustain a library.On Saturday Dr. Reid received another letter from Ski bo Castle the home of Mr. Carnegie in Scotland. In this letter Mr. Carnegie states that if Steubenville will furnish a Spite and agree to maintain the library be will provide funds as needed for the building to the extent of [A'AOO*-.The letter was something of a surprise, and Dr. Reid is to-day caliihg on a number of business men and other citizens to ascertain what shall be done with it. The general feeling aeetne to be that the splendid otTor should be accepted. As for the clause in tho oiler whii-h provides for the mainfce nance of the library, there i3 a law in this State which authorizes Council to ievy a tax of one mill to establish and maintain a public library.The valuation in this city is about jive and one ha f million dollars, such a tax would provide ample funds for the maintainance of such an institution.Mr, Carnegie made a similar otter to East Liverpool on Saturday both letters having evidently been mailed at the same time. —
