i RALEIGH SCHOOL LOAN APPROVED _i1| Kump Sent Measure To Allow Board To Get Federal FundsCHARLESTON, Jan. 23—(AP)1 —Six local bills, including the! battered Charleston charter wen-passed finally bv the senate today and sent to Governor Kump for approval.The charter measure, passed a few days ago and subsequently j vetoed amidst charges that it was changed while being printed during consideration in the house, was reintroduced with a number of changes.As adopted for the second time, j it calls for a referendum on Frb-i man 13 on substitution of a bi-j partisan commission form of government for the present mayor-i council government in the eapi tals.Firemen's civil service boards in Bluefield and Kenova are abolished and a new board is created for Wheeling in another measure passed finally.Three other local bills passed |finally authorize the Raleigh and Jackson county boards of education to borrow federal funds for [the construction of school buildings and Mason count\ to borrow [‘funds to build a courthouse and jail. Another permits Roane county to transfer $000 from its dog tax to the general count)I fund.
