Attorney Named To CD Position4LAREDO (Spl)-W. R. Black-shear Jr., well-known young local attorney and son of the corporation court judge, has been named new director of the Civil Service Commission.Announcement fhas been made by Mayor J. C. Martin Jr., of the appointment of Blackshear to succeed Victor C. Woods, who resigned to become Asst. Dist. Atty. of .'the 4h Judicial District. Blackshear had been secretary on the slufr of Former Dist. Atty. Bismark Pope.
