J„ Jan. 12.—(^P)— The people of the parish of staid Roseville Methodist church were astounded today at the news that their most ardent church worker had been arrested as a confidence woman with a record of a half-century of swindling and prison life.The charge against Mrs. AmeliaCarr, gentle-voiced bespectacled wife of the chairman of the church trustees, was defrauding another church woman of $4,700.County Prosecutor William A. Wachenfeld said a check of fingerprints by the FBI unveiled a careerof crime starting in 1891 during which Mrs. Carr, now’ 66, hadswindled numerous victims of:Unemployment Pondered.Unemployment, particularly in communities affected by government restrictions on automobile and tire manufacturing, were “forcefully” brought to his attention, Gov, Heil said.He indicated that some plan would be taken up to assist workmen in such communities as Racine, Kenosha, and Janesville, where men have been thrown out of wrork by the curtailment of automobile production, and in La Crosse and Eau Claire, where rubber tires are manufactured.“You can't expect merchants to continue giving credit indefinitely unless there is a formula created by which the merchant is assured of getting his money eventually, Gov. Heil said. “I propose a formula under which a person unemployed as the result of war dislocations w’ould sign an agreement to have his indebtedness liquidated through deductions to be made by his future employers anywhere in the United States.“The person thus agreeing to pay back the money in small, regular amounts would acknowd-To Appoint Committee.A committee to wTork out some plan of debt moratorium is to beappointed by Gov. Heil today. The governor indicated that AFL, CIO, independent labor groups, representatives of banks and other financial institutions and other citizens will be placed on the com-Amittee, which will survey the situation in the areas affected.The governor announced he would instruct the attorney general’s office to prepare a form to be signed by debtors and that he would instruct sheriffs and district attorneys to be lenient in the seizure of household goods onwhich payments are delinquent.The plan would be in effect only during the war emergency, Gov. Heil pointed out.
