R. Powell Jr., president of the Washington Birthday Celebration Association this year, announced the selection of Briscoe. 43, Saturday.Briscoe will be recognized at a “Mr. Suirth Texas” luncheon Feb, 13. The 70th annual celebration will be held Feb. 16-19, the weekend before George Washington's birthday Feb. 22.Gov.
