Sheiffer, 38, manager of town of Concord, Mass., will be Janesville’s city manager starting May 4.The city council voted 8-1 early this morning to offer Sheiffer the job, and he accepted about 8 a.m. in a phone call from Washington. D.C., where he is attending a conference.Sheiffer will be paid $63,500 a year, which is $3,500 more than the position was advertised at, “That’s what he needed,' Council President Bruce Pierson said, adding that the new manager also will have use of a city car, expense account and full city funding of pension payments—12 percent of salary—to the Wisconsin Retirement FundSheiffer’s first action was to call Acting City Manager Jerry Franke, the other finalist for the position, to ask him to remain in the administration. Franke. the city’s community development director, said he was disappointed he wasn’t selected but is looking forward to working with Sheiffer.“I was extremely impressed with Janesville, Sheiffer said. It offers an exciting opportunity and was the only place I appliedI was looking for a community that was looking forward andwith a good group of citizens.He visited the city and talked anonymously to many residents, he said.
