Reach Out Auxiliary luncheonThree men discuss youth and drugsThree men who are concerned with the youth of the West End were guest speakers following a recent fund-raising luncheon held by the Reach Out West End Auxiliary..Speaking were Municipal Court Judge David C. Merriam. Harold Bailin. Upland city councilman, and Joseph Lopez, program director of Reach Out located on West D Street in Ontario Also on the speaking agenda were two clients of Reach Out.Judge Merriam related some insights into drug problems for drug abuse at the lower court level is not usually effective. He said the jail and drug sentence is a last resort and he told of a diversion program where an attempt is made to locate and isolate the problem before it comes to the law The criminal proceedings are suspended while the person is on probation and being helped. Judge Merriam said He said the court should try to affectrmotivation but that it is difficult and that is why groups such as Reach Out West End are necessary as such groups are the real sources of motivationJudge Merriam said in thevear he has been on the bench•»there has been a dramatic decline in LSD-related cases in court He said the use of marijuana is about the same or greater and the penalities for the use of marijuana now are less and more realistic.Lopez, a member of the West End Reach Out staff for three months, described the center as one which is trying to reach teen-agers, young adults and all ages who have problems with drugs and with life in general He said Reach Out tries to direct individuals to lead a more confortable life He told about the center on D Street and of the no-heat telephone line He also noted there is a new Live-In resident center on Francis Street in Ontario The program director said there are about 15 clients living at the residence He summed up his talk by saying “We are reaching out and those with problems just have to reach out too He also told about the new program at Reach Out which includes counseling and grouptherapy for emotionally disturbed and handicapped childrenLopez introduced the two clients. Denise, who is a resident of the Live In Center, and Veronica, a client at the Walk In Center The young women told the reasons they came to Reach Out and their present outlook and life style. They said Reach Out can only help these who want to be helped and the people at the center really1 care.’’Also introduced by Lopez was Frank Romo, director of the Live In Center Bailin. the final speaker of the day. said in the past, particularly when he was a public defender, he was in contact with individuals suffering drug problems He said he knew there was a great need for groups to help the drug abuser and that an abuser must not be locked up and left. Bailin said Organizations such as Reach Out transcend all political and social pettiness.Gloria Novack. auxiliary%rwavs and means chairman in-troduced the three main speakers. At the close of the session, she introduced Donnie Brown, president of Reach OutWest End. and Lois McGarrv.Wpresident of the auxiliary.
