Va. — Construction of the regional' • i •comprehensive mental health center facility is being held up while slate officials study federal building specifications.State Mental Health Department Deputy Director James Clowscr has said that he didn't know when his agency could solicit bids for the project, but revealed that it wouldn’t be before state officials fully understand the„ complex federal specifications.The facility, which Clowser estimated would cost about $000,000, is one of 14 regional mental health units to be built in West Virginia. Its construction will be financed wholly with grants from the National Institute of Mental Health and the Appalachian Regional Commission. Clowser said the project is still slated to be built on -property adjacent to the Kings Daughters Hospital. .
