Federal law makes funds available on a two-for-one match when such funds are to be used for construction of new health education facilities, Knisely explained.Knisely said he could not discuss priorities as far as the status of the San Antonio dental school is concerned, but he understands that often the allocation of federal funds depends first upon the availability of state or local funds.The availability of state or local funds, he explained, could have a bearing upon the order of priorities.If a school were number one on the list of priorities, but had no state or local matching funds at the time HEW was ready to allocate federal funds, it is possible the federal agency might look to the next application on the list of priorities, he speculated.LLOYD BENTSEN . .
