Trial systemPosf-Cr*sc*nt Madison bureauMADISON — A subcommittee of the State Administrative Committee of Courts has recommended that the state Supreme Court enact rules to establish 14 judicial administrative districts in the state to provide better trial court service to Wisconsin.Under the proposed rules, many Circuit Court districts would be combined administratively and headed by a chief judge who would direct the administration of the trial courts within his district.The subcommittee's recommendation was discussed by the committee here Friday and approved in principle only. It wii! be the topic of discussion at next month’s state judicial conference before returning to the committee for possible recommendations to the Supreme Court.If the rules are enacted, the 3rd Circuit Court District (Winnebago and Calumet counties) and the 10th district (Langlade, Outagamie and Shawano counties) would be combined intu the 11th judicial administrative district -The 7th Circuit Court District (Portage, Waupaca and Wood counties) would join with the 16th district (Lincoln, Marathon, Oneida and Vilas counties) to become the 12th judicial district.Francis R. Croak, a Milwaukee attorney who served on the committee, said enactment of the rules would provide better trial court service to the state.'’It would give the states’ court system something it really needs, Croak said, uniformity in administration. The end result would hopefully be better service for the people. The people are constantly unhappy with court delays and poor service and this would help to correct it.”The new district arrangement would give residents of Outagamie or Winnebago counties, for example, 13 trial judges rather than just the circuit and county judges they have now.The subcommittee has also recommended that rules be enacted to give each district a chief judge, elected by the district judges, to direct the administration of the district trial courts. A chief judge would serve a two-year term and be allowed to succeed himself just once.Selection of a chief judge promises to be one of rhe most controversial items in the proposed new rufes. Isn't this something that just Milwaukee needs?Croak responded by saying that many Circuit Court districts have unbalanced workloads and that only a testing of the new districts will determine their need.Mercury furloughs1,600FOND DU LAC (AP) — A number of Wisconsin workers employed by the Mercury Marine Division of Brunswick Corp. will be affected by temporary and indefinite layoffs announced the parent firm.Brunswick said Friday it would extend regular holiday closings at a number of factories for an extra week “to bring inventories into proper balance.” This will affect about 3,200 people, and 1,600 are being furloughed indefinitely for the same reason, Brunswick said.A Mercury Marine spokesman in Fond du Lac: said that as of Friday, layoffs at plants there and in Cedarburg, Oshkosh and Florida totaled 215. It was not disclosed if additional workers also would be laid off.GASP to poll area restaurantsThe Fox Valley Chapter of Group Against Smokers’ Pollution (GASP) will survey several Appleton area restaurants to determine owners’ willing ness to set aside special areas for nonsmoking diners.The proposal was unanimously endorsed by about 15 persons attending a GASP meeting Wednesdr y night, according to Chairman Helen Ciske.A report on the restaurant survey will be made at the Jan. 21 meeting, .* -J
