On Monday an ordinance zvas.passdd formally adopting the flag as the Syracuse emblem to be used in decoration, in Municipal day parades and on festival occasions in which the city« as such bears a part.The plan of a Syracuse flag.teas suggested to Mayor Will by the fact that many cities in the I Testhad a special flag and that the idea, was being received with favor by municipalities everywhere. ‘ A municipal flag has been recently adopted by New York city.The Mayor believed that Syracuse should be in the forefront in'this, as in all other respects. Accordingly a competition was instituted in which a prise of $50 was offered for the best and most suitable design for q flag,for Syracuse.Fernando A. Carter, director of. the Syracuse Museum of Fine Arts,.teas the chairman of the committee. Between forty and fifty designs were submitted. many of which were beautiful and very original, but the committee'of award, after careful'deliberation, settled upon that of Miss Marion Markham as the best for the purpose, recommending a few minor changes. These were made, the design approved. and the flag was presented to the Common Council and received.The design is very simple. It consists of three stripes—a blue stripe above and beloiv and a white one in the center with the seal of the city of Syracuse in black and gold midway along the white stripe.The Syracuse seal shows the progress of local industries as they were when it was adopted. Above is the rising sun. Beneath are the salt sheds, a canal boat drawn by mules, railroad tracks with a freight and a passenger train fastened together, factory buildings with smoke arising from their chimneys, and hills in the distance.The adoption of the city flag brings to mind the days nearly seventy years ago when the agitationto make Syracuse a city began to take a start. By the year 184.; the population of the village had reached about 10,000 and the question of incorporation as a city was taken up in earnest. The question had been broached as early as 1839 and d resolution was brought before the village trustees providing that application should be made to the Legislature for a city charter. But at that time Syracuse was still a rural hamlet, where cozes were prevented from roaming in the streets only between the 1$ of December and the 13th of March, so the application was delayed on the adi’ice of some of the zvisc councillors.In 1844. hozvcz’cr, things were different. \ At a meeting' held January 4th the matter zvas agaiii discussed and a committee zcas appointed consisting of John Wilkinson.' Hiram Putnam. Oliver Tcall. Moses D, Burnet, John G. Forbes, George F. Comstock, James G. Baker. Charles A. Baker and Willett Raynor. The project, hozvcz’cr, zcas destined to sleep a little longer.In 1846 the plan took n'czv life.. The subject of a city charier was conspicuous in discussions in the Board of Trustees and among the people at frequent intervals during the year. There zvas not much opposition in the village of Syracuse or to the main instance of the proposed change, but the details of it, and particularly the extent of territory to be included aroused much argument and discussion. There zcas a class of residents in both Syracuse and Salina who could see no good results from a union under onecharter: they could not bury and forget the old rivalry.Early in 1S4'J active measures zeere instituted for city incorporation both in Salina and in Syracuse.
