BY MARILYN CARLTONSEVILLE — The permissive tax for a $5 increase on motor vehicle tags went down to defeat at a special meeting held by the Seville Council Monday night. After the third reading, by title, of Ordinance 16-68 the council vote was live nays and one aye.When reporting to the mayor, most council members ■aid that the persons they had talked to are against the tax. Many people did not understand the details and didn’t want to. They are simply against it.An expreawd opinion by Lou Groaaenbacher, present at the meeting, was, “It is unfairand unequal.”Councilman Robert Briggs is for the tax but was against passageThe state should take the initiative, and will have to doCouncil Vehicleso eventually, in this matter,he said.Briggs pointed out that Ohio has one of the lowest vehicle license fees throughout the country.He stated that since the vote in the village had been 312 against and only 142 for the issue, to cram it down the people's throats would truly betaxation withoutrepresentation.**Other business before council included:A program of thinking’’ presented by Robert Welday of Welday Real Estate Inc. pertaining to the building of an apartment building in the northern area of the township.Mayor Robert Armstrong suggested that Welday’s plansbe turned over to the Seville Zoning Board for further *‘udy. The zoning board is now in the process of revamping thezoning laws.Gary Martin and Ed Steele, acting as village engineer, explained the necessity for a change of easement on the old Jacob allotment, which Martin now owns.A motion was passed to authorize mayor and clerk to sign a quit claim to abandon present location to approximately 20’ on the other side of the town ditch. Martin will pay for the tile to be installed.Clerk Walter Rossel will write to the State Highway Dept, to find out where the responsibility lies for the inspection of a bridge, within a village, on a state or county road.The state asks that inventory records be kept on file of specifications and conditions of all bridges within the municipalities.
