Serrano, Mexican boundary commissioner.His statement was given in reply to a letter of Secretary of State Kellogg to Mayor H. P. Jackson of El Paso and County Judge E. B. Mc-Ciintock, who have been working to prevent recurrence of the heavy flood damage of last fall in this valley.The Mexican government is apparently unwilling to proceed with the appointment of commissioners to meet with the American commissioners appointed under the act of congress approved May 13, 1924, in any discussion of the Rio Grande matter unless the question of the distribu-tion of the waters of the Colorado river can be considered at the same time, said Mr. Kellogg. He said it seemed advisable to enlarge the cora-mision to consider both problems.“This problem of the El Paso valley has nothing to do with the problem of the Colorado river or Imperial valley,” said Mr. Serrano, “Mexico did not inject either the Chamizal question, Imperial valley or Colorado valley problems into this El Paso valley probem.
