Retirement from the scene of politics four years ago would have left Wilson and his courtiers with something of the cloak of greatness. The evidence was the muddling at Washington the waste the grab for boils the seizure of extraordinary privilege the unbearable conceit the vague rhetorical flourishes the ornate Argos Ying to Europe the Assumption of illimitable Dominion at Paris. But they know that no change can be made now that will not be a change for the better.
