Senate confirmation to the year job is required. Slay came under fire from several stockholders' groups in October when he declared De- troit's Public Bank insolvent, had the Wayne county circuit court place it into and supervised its sale to the Bank of the Commonwealth. Six directors of the Public Bank blasted Slay, 49, for using "insidious means" in dealing with the bank. But Roraney balked at calls for Slay's ouster. Slay had served 20 years with the Bank of the Commonwealth and was its vice president when former Gov. John Swainson named him banking commis- sioner to fill an unexpired term in 1061. Romney re-appointed him in February, 1853, and De- cember, 19IM. The post also includes direc- torship of the Financial Institu- tions Bureau in the Michigan Department of Commerce.
