Republican Leader Joseph W Martin, Jr, I Mass) said the ad- ministration won't Know until Anril whether the budgetary outlook will be such that it can recommend a tax cut for the fiscal jear begin- ning July 1. j "I think it's quits doubtful we can have any substantial tax j Martin told newsmen. "If there is a tax cut, it would have to be a modest one." i As for the Speaker Sam Rayburn made clear yesterday that he is opposed "at present" to general tax reduction. "As of he would favor grant- ing tax relief to low-income groups in the next session of congress onlv if other taxes could be hiked simu'i- tanpously to offset the revenue loss I This indicated that Rayburn, who launched an unsuccessful Democri- tic tax-cutting drive early in the last session, wants to let President Eisenhower take the lead in decid- ing whether there should be a tax cut in 1956 a presidential elec- tion year. Senate Democratic Leader Lyn- don B. Johnson (Tex already has called for tax relief for "small in- come groups." But key Democrats on the tax-writing house wajs means committee agree with Ray- burn's go-slow approach. And the i constitution requires that all tax legislation originate in the house. Martin told newsmen the admini- stration would announce its tax tecommenrlations no later than April 15. In the meantime. Martin and Rayburn agreed that congress probably will extend the 52 per cent tax on corporate income j scheduled to drop to 47 per cent on April 1. Cross-State Tike Planned DETROIT, Dec. 14 (UP) Plans for a new Michigan turnpike which would cross the entire lower peninsula in a north-south line will be presented to the state legisla- ture next month, George X. Hig- gins, chairman of the Michigan Turnpike Authority, said today. Higgins said the proposed 325- mile toll road might incorporate much of the routing already plan- ned for a 113-mile Flat Rock to Saginaw turnpike. He unveiled plans for the cross-state route mo- ments after the Detroit city coun- cil placed another obstacle in the path of the Flat Rock-Saginaw road by refusing to permit it to enter Detroit's city limits. Higgins said the north-south road j would link Toledo, Detroit and other major cities with the Macki- nac Straits bridge now under con- struction. He added that N'ew 'York bonding houses assured him .hey would "go along" with such a road. The Turnpike Authority chair- man said the proposed route could be completed within "approximate- ly four years." The Authority al- ready has spent more than on plans and surveys for the Flat Rock-Saginaw route which has drawn stiff opposition from land owners and communities along the route. The Detroit council turned down the routing through the city by an S-l vote. Glenn C. Richards, public works commissioner and express- way coordinator, said the turnpike would block the natural drainage of the Rouge river basin, split Rouge Park, depreciate neighbor- hood property values and restrict traffic movements across the right- of-way.
