was to see if this kind of help would influence the children to become useful citizens when they were adults Naturally the counsel ing was an effort to steer the difficult kids away from a life of crime Today we have the re sults of this 30year test Some 80 percent of those original youngsters have been located and their cur rent lifestyles studied The results are not only interesting theyre sur prising In almost every case the therapy had a negative effect More crimes were committed by men who had been receiving psy chotherapy than those who did not More antisocial and criminal behavior re sulted in those children who had received the most counseling The ones with out therapy evidently were better able to help them selves adjust to adult life Joan McCord of Drexe University who conducted the current study says Its possible that people became too dependent on counselors they came to see themselves as needing help The children without professional help helped themselves and such animal as a Soviet expert but he comes nearest to it He is neither a hardliner nor a softliner and his latest pronouncements prove it He has the honor of being the only U S ambassador to Moscow barred by the Kremlin from returning to his post He knew too much Mr Kennans position in the political center of the Kremlinologists is best illustrated by these two facts At the end of World War II the Soviet Union was militarily dominant and under the aggressive domination of Stalin Western Europe was weak dazed and shaken Then George Kennan took the initiative to plead for a U S policy of resistance to Soviet ex pansionism primarily through aid to our wartime Allies in Europe He addressed himself to the wishful thinking of the political left whom he described as naive and overtrustinfc people who thought it possible for this country to ingratiate itself by various onesided measures of generosity We were alerted and woke up Now Ambassador Kennan pleads that we wake up to the possibilities of a balanced and useful middle course in our relationship with Russia to our mutual advantage Now 30 years after his famous article signed X in Foreign Affairs magazine he warns that over preoccupation with the problem of US Soviet military rivalry on the part of conservative hardliners is endangering any kind of constructive negotiation with the Soviets This he sees as the current counterpart of the liberal soft liners in the mid40s His theme today is that too many Americans are overlooking what he considers the significant and far reaching changes which have taken place in the USSR during the past 30 years changes such as these 1 Stalin is dead and while the regime is still authoritarian Stalins reign of terror has vanished The Soviet leadership is conserva tive and cautious and Leonid Brezhnev he deems a man of peace 3 Moscow has lost control of the Communist parties in key areas of the world and they can no longer be used as ready and obedient instruments of Soviet purposes 4 Western Europe is strong and alert Mr Kennans central concern is that the science of longrange missile destruction has gotten seriously out of hand so out of hand he contends that r it is impossible to make effective efforts m even to begin to resolve differences He fears that even sonable agreements if negotiable will i be blocked by the present state of mind of the military hardliners Obviously many sincerely people remain suspicious that in all the ii SALT talks the Soviets are intent on achieving military superiority I can think of only one way to dispel ri that suspicion namely for the US to ru continue to get a SALT H which marks a mutual reduction of i nuclear weaponry not just a few ceilings which permit the constantaid expansion into new weapons which keep on expanding the arms race In my view and hi Kennans it is impossible to dispel mutual USSoviet suspicions by argument only by agree ment on the one issue which most produces those
