To the democratic electors of to e i Riith congressional District. The general and Brief statement of the proceedings of the late conference at Towanda convened to nominate a democratic candidate or Congress from this District was prepared and published agreeably to the usual course in such cases. It was made As full As every prac tical purpose required and under Ordinary circumstances we should never have Felt ourselves called upon to go beyond that record in policing he various col lateral questions and issues which were brought into the conference for the Pur we now believe of distracting our coun Sels and preventing any other result except the re nomination of David Wilmot fourth Erm but messes. S. Pierce and b. Laporte he conferees from Bradford in their strenuous Zeal to Advance the pretensions of the candidate hey Are attempting irregularly to foist upon you have seen fit to put Forth an elaborate Aper which our duty to our constituents and he impulses of Justice alike compel us to notice. Not Content with distorting the real facts of the Case they assail by implication if not in direct terms the motives which influenced the actions of conferees. With what propriety and fairness we shall now proceed to examine. The first disputed question which arose in the conference was in relation to the two sets of conferees from Tioga county. Messes. Knox and Donaldson presented credentials from an apparently regular convention of the democrats of Tioga. It had been held at the usual time and place of such conventions and was com posed of delegates duly elected upon notice from every township in the county but one. The Rigau of these gentlemen to seats in our Confer ence was contested however by messes. Cone and Green who had been appointed by a meet ing held in Tioga Village on five Days notice and composed As was proven before us upon meetings to which we have referred had been held throughout Tioga county and when the result was fully known so far As tha congressional nomination was concerned then was issued the Call for that famous gathering. The Tioga county convention met on Friday the 30th Day of August. The Call for the mass meeting was issued Oil the evening of the 27th to be held on the following monday five whole Days was the period of its gestation and its fruits were entirely consistent with their Brief origin. Thirty one persons As we have before Eaid took part in its proceedings the Call declared it to be for the purpose of adopting such measures As might be thought proper in relation to the october election. All that it was thought proper to was to nominate David Wilmot for Congress and Send a. P. Cone and c. C Green As conferees to meet other conferees of the District. Then the mighty mass was dissolved into its original elements and its important labors were ended forever this in sober words is a fair account of the origin and action of the meeting whose spurious emanations we were called upon and refused to adopt thus came into being the two conferees whose regularity was so palpable that the Wilmot conferees from Bradford profess to be unable to see upon what principle we resisted their admission into the conference i i having thus disposed of the question in rela Tion to the comparative regularity of the Tioga conferees we Are compelled next to notice the statement of our Bradford contemporaries in regard to their efforts to bring above to a Harmoni Ous nomination. J this is properly and consistently prefaced with the assertion that Jur. Wilmot s personal feelings were Adverse to his again a candidate " we May have heard some such intimation from the gentlemen. Such declarations Are not new. And Ince they offered him a kingly Crown and thrice the Royal put u but in a conversation with or. Wilmot himself i on the subject he declared to both of us in these emphatic words by g d 1 think i ought to District calling themselves democratic free men will act under these circumstances. For ourselves we Appeal to our immediate constituents to vindicate the propriety of our course so far As or. Wilmot is concerned and hurl Back with the scorn of conscious rectitude his audacious threats aimed at us As individuals. C. M. Gere c. L. Brown conferees from suss. Co. From he Wayne county Herald 12th congressional District. This District composed of Bradford Tioga and Susque Elynna counties is again in a world of trouble. Or. Wilmot of Bradford now re presenting the District for the third time in Defiance of the claims of the other counties and against the wishes of a majority of the democrats of the District is again in the Field for another term under the pretence of being regularly nominated at a congressional conference held on the 6th inst. It is claimed As a Bradford Triumph by of or. Wilmot s friends in this note to a proviso journal in the City of n. York Tao. Pa., sept. 20th, 1850. Editors of the new Yort evening past you will please publish like result of a Good Day s work in old Bradford which has again put in Nomi nation the Hon. The above note says Wilmot will be elected in spite of whigs and Hunters this is a false position of affairs there is no combination against him. Hon. David Wilmot. Does this break up the political organization of the county. Was it not proper and competent for the democrats of Tioga to assemble under any Call in heir respective townships at the usual time and place of holding such township meetings and elect delegates to a Gounley convention convened at the usual time and place of hold ing such conventions this was done the Cap tips and nicely discriminating Bradford gentlemen have not will not deny these facts. Amon the various suggestions As to a candidate from Tioga county upon whom we could All unit we inquired at one period in relation to Joh w. Guernsey a of the present senator from that District. Lowrey a these candidates of the Tioga democracy really do owe a deep and lasting debt of gratitude to our Learned political Doc tors for discovering that they Aro All irregularly before the people of that county in the pre sent crisis. And still further we ars informed that if these new fancied niceties in regard to the appointment and authority of county committees Are to prevail the conferees from Bradford might be Well employed in tracing out their own political Pedigree. It is said by those professing to be fully informed on the subject that the Bradford county convention of 1849, neglected to appoint or by any Resolution to author the appointment of a county committee for the ensuing year. Yet such a committee has been named and such a committee actually called this year the very convention which appointed messes. Pierce Andt Laporte conferees and nominated David Wilmot for Congress. By whom or How this committee was constituted no one seems to be informed. If it were done by the president or Secretary of the convention on discovering the Over sight when preparing the proceedings for publication Pray who authorized them to make such a commit tee and if the homely adage sauce for the Goose is sauce for the Gander be True and the facts As Given to us in relation to this matter be Correct then the Bradford conferees themselves arc no More legitimate in their political Pater nity than they allege messes. Knox and Don Aldson to be and any mass meeting claimants of their seats would have had just As decent a pretext As a. P. Cone and c. C. Green had to appear at the door of our conference. The idea of holding this mass meeting seems to us to have been one of those Happy after thoughts which not in frequently occur to the minds of Defeated parties. After the Delegate Are precisely identical with those dictated to us. The fourth Resolution we understood it and As it was undoubtedly intended of be full approval of mr., Wil Mot s whole course of action on the Sla very even to his factious separation from his party in 1848, and the support of Martin Van Tiren and Charles f. Adams and the Buffalo platform thus contributing More than any other one Man in the Union to the Success of Gen. Taylor and the Triumph of the whigs to this wholesale approval of or. Wilmot s course neither our consciences nor our constituents would have sustained us in subscribing and we declined. At this Point we were told that the adoption of that Resolution was in dispensable to or. Wilmot s consent to the nomination of or. Guernsey and the Bradford conferees then seceded from the conference. Our duty from that moment was Plain. We had exhausted every Effort consistent with self respect and maintaining the Freedom of con science and the1 rights of our constituents in in Deal Brinsf Toi bring about harmonious action. We became convinced that nothing less than the re nomination of David Wilmot for a fourth term would satisfy him and those under his control. We had been explicitly instructed la Unile in the selection of a candidate from Tioga county which we in connexion with the regular conferees of her county convention. James Lowrey is As fairly and fully Nomina led As David Wilmot was in 1949, when the conferees of but two counties Susquehanna and Bradford placed him before the people. We urged then in common with the great portion of our democratic friends that he should be sustained upon the ground of having received the regular nomination. And his refusal Bow to abide the action of the party thus seeking As it were the election of a whig is in generous and unnatural and Stamps him As treacherous to the party and its principles the fell spirit of Rule or ruin seems now to be avowed by him in the clearest terms and it remains to be seen How men throughout this we object to the assertion of the suss Behan in 1.1 regard to col Emery. They must have been mini normed. As the col s Nunda equally if hot better with the democracy of Tiosen count than either of the gentlemen alluded Eagle e in county was entitled to two conferees and at the meeting flee conference it appeared that Bradford had chosen Avil Mot conferees Susquehanna anti Wilmot conferees while Tioga was represented by two sets each claim ing to have been regularly chosen. When it was ascertained that one set of the Tioga con Tesla is were for Wilmot s nomination and the other opposed to it Compromise was out of the question. To admit one set would certainly defeat or. Wilmot and to admit the other pet would As certainly secure his nomination. Thi being the Case and neither party having a majority and neither willing to give Way to the the conference Drew apart one division nominating and the other Nom latin Lowrey. As the blame Able one part w Are led to inquire which one it is. -vw0 Contes tanks of Tioga were appointed As follows o. Conferees up posed to Vii lot were appointed a a convention of delegates from the several town ships and boroughs in the county while the conferees favouring his nomination were appointed at a subsequent mass meeting. The conferee of Susquehanna very properly decided in fave of the claims of those appointed at the lion and the Bradford conferees decided improperly in favor of those appointed by the Mas meeting. This is a Plain Case and nothing by a determination on Wilmot s part to be again i the Field under1 some Rotten pretence Coul have induced his conferees to decide against the authority of the Delegate convention. It i contrary to custom and the Besl interests of Thi party to appoint conferees or make nomination at mass meetings. These meetings Are composed of All sorts o citizens and of politicians of every Hue and Isrin guided and controlled by a Central influence and excited by some local question or feelings regardless of the wishes of the townships am the claims they rightfully urge in the selection of candidates for office. It matters Little who or what induces the voters of the several town ships boroughs in a county to elect delegates to hold a convention the actions of which convention will be nearer and a better Index o the feelings and interests of the entire county than can be said of the acts of any local meeting however Large. James to wipe is the regular nominated democratic candidate for Congress in the twelfth District and As puch we cannot but Hope to see him elected. Wilmot has no claims to a be election. He has been in Congress Long enough. He has behaved badly. He has done and his party much injury. He has boasted of us own availability in any District in the state upon the proviso platform and we now Trust his conceited and self willed disposition will be checked and his official place soon be Given to a safer Man. We Are sur Rise astounded to observe such grading and especially in Hose of whom we expect better things. The remainder of the article alluded to in Lebanner is unworthy of notice a it evidently ears the Marks of a verdant mind somewhat la ordered by the flattery of political magnates. Important see it stated that in court of this stale has decided it an administrator to an estate who tails n a suit instituted by himself is personally Able for the costs. This is a decision which is important should be generally known. This gentleman is again before the Public in this congressional District for re election. His unenviable and wide spread notoriety and his connection with a set of reckless politicians who have spared no efforts to ruin the demo cratic party As Well As the peace of the coun try perhaps Render a lengthy notice of his poli tical inconsistency and disc honesty unnecessary. Vet his very unpopular Fame in Congress As the mover of the has obscured the lesser faults and inconsistencies of his political life at Home and he stands out in bold Relief before the extended Public a renegade and disorganized but at Home where he is known better and seen More we behold him As the political trickster the faithless Friend the unscrupulous Dema Gogue arid the juggling double dealing Politi Titian. He was first known in this District before his name had gathered notoriety As the ardent Young politician who believed and proclaimed that Andrew Jackson was a tyrant and a Trai Tor. It was upon i this subject that the Hills of Bradford county first heard his attempts at Elo Quence. We next behold him acting with a set of trafficking politicians bartering away the known wishes of his constituency in putting in nomination for Congress a Man who was known to be acting with the whig party and who made no serious claims either to honesty consistency or fair dealing. As a conferee from Bradford county he aided in put Ting in nomination William Willard and aft r wards aided in purchasing not their principles for they had none the imbecile intellects that then gave shameful tone to the polities of his own county. When the time came for Susquehanna to bring Forward a Man for Congress the friends of this Man True to his bidding and faithful to his treachery refused to unite with the conferees of Susque Elynna county although the candidate belonged to her and her conferees presented a Man sound in principle eloquent in debate and the Choice of her lamented a. H. Read. Under his Wilmot s Ance the conferees of Bradford Couy Ner Wilh others who were then and in til his supple tools disregarded the usages and rights of Susquehanna and put in nomination a Man who had never been talked of for this a Man too patriotic and Independent to be the dupe of David Wilmot or his friends. He saw the wrong and refused to be a candidate and and an outraged constituency placed in Nomina Tion and finally elected by a Large majority the very Man whom this ambitious trickster Al t0 defeat. The time of this restless ambitious politician rame. He was brought Forward by his own county the other coun ties of the District faithful to All compacts and earnestly anxious for the welfare of democratic principles assented to the nomination. He was elected twice by the democracy of this District. The third time did lie recollect the former pledges he had made he Severance the usages he had lauded so High he yield to Tioga county that right which he had formerly thought so dear to Bradford he ready to Tare the slump for Tioga s candidate As he had proclaimed he would when her time came the eventful time for a nomination came and David Wilmot was a candidate a third time although he reverenced usages and nominations and worshipped the principles of the democratic party he could not give up his own eight dollars per Day for jog to s rights he could Prate to the people that he was a re Gular nominee and should be supported but with an inconsistency that defied explanation could oppose the nomination of a candidate for president and vice president who were fairly and regularly nominated beyond a Cavil. I Rie could profess to be imbued with the very spirit of democracy but in the same speech on the same stand use the full Force of his de raved energies to persuade his auditors to Aid n electing by their vote indirectly the whig candidates for president and vice 3ut the mask of pretended principal e which he my Woven much subtlety to cover up Lis own deformities was then deliberately torn aft and he stood before the Public an open foe of the parly that elected him to Villi Fier of the great and pore men of that party and linked with the reckless political adventurers who were using every Effort in their Power o make mischief and create disunion upon their Ingle abstraction. Since the session of the present Congress he has acted with a consistency which hitherto has been unknown to him. He tas been Hie steady and vindictive foe of Ratic men and measures. The late committee the two gentlemen who represented the Wilmot of this county at Towanda have issued an address proclamation or some thing of Bat nature Over their own signatures As conferees the a Curi Ous document and purports to be a detailed history of the late county committee its neg Lect of duty and Remis Ness generally from the1 time of its creation Down to the period when it was discovered thai the Power of the commit tee had ceased. The address from beginning to end is rather a Flimsy affair a a Complete tissue of assumptions and incongruities and reflects unfavourably upon the authors As honest and consistent politicians. There appears to have been a deep Laid plot and the result conclusively shows it by a majority of this committee to subvert the honest wishes of the democratic voters the modes Operand appears to have been agreed upon by several members of this committee As follows no county meeting lobe held in May last and if not done then the committee to be declared dissolved having no further Power to act. The democratic of the county to be declared As having no org Mtnlion and if some of the members of the committee should act in the which it is Well known they did and honestly too such act to be declared illegal and of no binding Force upon the party. If this Assumption on the part of these men should fail and the democratic voters insist and proceed to hold the regular township elections Tor Dele Gates to the county convention then every Effort to be made to carry the convention for Wil Mot. But if unsuccessful the original ground to be assumed and the convention pronounced shegal and its nominations of no binding Force.
