Inc a Penney custom decorating j Fresho Pathom service l continued from Page Al some superintendents surveyed said that the Law has helped local mayors Field slates of candidates for school Board posts. The candidates when elected Are then compelled to repay favors for successful Campaign strategies the superintendents claim. During last november a school elections Many incumbents faced challenges from single Issue candidates some of whom vowed to hold the line on property taxes. The Rise in politics in the elections May have been a result of having More members up for re election and by having them on the same ballot As other governmental agencies Rancic noted. Since the Law was enacted at least four Board members have had to run for office again every other election. Spaces left vacant by resignations and retirements add to the Field so that some boards have five or six open seats at election time. A based on what i be seen every time we be had an election we have had at least five seats open a Rancic said. This encourages political activity by creating opportunities for special interest groups to capture a in one election a a majority of seats on a Board Rancic said. Superintendents cannot prevent political activity but they can discourage it Rancic said. A the Best Way is for the superintendent to stay out of the politics of the election a he said. A the superintendent get involved in taking some superintendents said their boards need a mechanism to assure Good Board members Are elected. The results showed that 46 of the superintendents who responded believed the Quality of the Board candidates has not improved since the Law. Four said the candidates were better qualified while 15 said there was no noticeable change. Rancic said school districts could improve their training programs for new members and work harder to recruit qualified candidates. A what i glean from the surveys is that we need to redesign the in service programs for newer members a Rancic said. A maybe in some cases there should be a recognized program to make sure Good candidates come the Survey also found that 41 of superintendents polled thought the Community had become less interested in school Board elections since the Law. Only 14 of the superintendents reported increased Community involvement while to said no change was evident. Rancic said districts could work through the Pat to find candidates. A there Are a lot of dedicated committed and interested people there. Its a Good place for someone to Start a he said. A if you get Good qualified people they re going to he conceded however that four year terms May discourage Many qualified people from seeking a position on a Board. A people say a its not Good for my business to be on a Board a a he said. Also the Public would be less intimidated about running for school Board position if they understood the True function of the bodies Rancic said. A the people just read these things in the paper about this Board getting slaughtered by this group a Rancic said. The Public would be More interested in school boards and their elections if they were More involved in the meetings Rancic said. School boards should make meetings More appealing to the Public by adding More presentations and educational programs to their agendas a a things that highlight the District a Rancic said. The Survey found the superintendents More evenly split on changes in their boards Power Structure Unity orientation programs candidate filings teacher involvement and coalitions. $40,000 Grant for Job training South suburban College officials thursday lauded a $40,000 state Grant for self employment training.
