Its 39-Page report endorsed by Secretary of the Interior Stewart l. Udall failed to detail just How Large any recreation development at the Reservoir should be or How much it should Cost. But it urged creation of an advisory Council of Federal state and local members to help develop a master plan which would give special attention to commercial and recreational projects planned by new Yorkus Seneca indians. Forest Sonvico suggested the Bureau said the Forest service a Branch of the agriculture department is in a better position to oversee recreational development at the Kinzua pa., project because it a1-Feit elected head of area school aides c. Indians proposed the Seneca indians have proposed a recreation area on their Allegany reservation just inside the new York Border and a Williamsburg Type restoration of Iroquois culture about 15 Miles North of the Border by Road. Much of the reservation will be flooded by the Reservoir when the Gates of the Are closed in october. Although the Seneca projects and the Allegany state Park operated by new York would be parts of this Complex they would continue under the control of the indians and the state respectively. The report recommended against creation of a National recreation area at the Reservoir. It said All Federal land in the area should be placed under the jurisdiction of the agriculture department. Says Pennsylvania is Ratter it said the Pennsylvania portion of the Reservoir because of its generally steeper slopes will be much More suitable for recreation than the new York part where drops in water Levels will create extensive mud Flats. The Secretary of agriculture should acquire private holdings and subsurface rights needed j for full recreational development within that part of the Allegheny National Forest directly associated with the Reservoir and its recreational use. 7. The Secretary of agriculture should take Steps needed to protect the Scenic values and to prevent Adverse developments and conflicting land uses on the West Side of the Reservoir. 8. The army engineers should regulate water discharge from the Reservoir and should cooperate with the fish and wildlife service and the Pennsylvania fish commission in the rearing and stocking of Trout and fishery management. Provide boat launching it also said Public Access parking areas and boat launching Sites should be provided in the Allegheny National Forest on the East Side of the River.
