new gas exploration By John Heilprin The Associated Press WASHINGTON In an aggressive push by the Bush administration to open more public land to oil and gas produc tion the Interior Department has quit conducting environmental reviews and seeking comments from local residents every time drilling companies propose new wells Field officials have been told to begin looking at issuing permits based on past studies of an entire project even though some of those assessments may be outdated The instructions are in a directive from the departments Bureau of Land Managementexpected to cover hundreds Vigil no longer will have authority over hiring firing disciplinary actions performance appraisals and all other personnel matters at the state Treasurers Office An order signed Tuesday by federal District Judge James Parker said Vigil has voluntarily relinquished all authority in personnel matters to Deputy Treasurer Elaine Olah while his federal extortion case is pending One employee expressed relief after learning of the order saying This is a real victory for However the order doesnt address a major concern of some state officials including Gpv Bill Richardson the fact that Vigil still is millions of dollars in state investments from his home Olah told the state Board of Finance last week that state law demands the treasurer personally handle such investments Vigil has
