cards North Koreas staterun news agency reported Monday evening that Gov Bill Richardson had arrived in Pyongyang for three days of negotiations Richardson has been to North Korea several times before and has kept up ties with Pyongyang officials By Joseph Coieman The Associated Press TOKYO New Mexico Gov Bill Richardson on his way to North Korea for three days of talks said Monday that he would press the communist country for concrete steps to dismantle its nuclearweapons pn gram and a commitment to allow verification that it will remain nuclearfree Richardson a former ambassador to the United Nations also said on a brief refuel ing stop in Tokyo that he would urge North Korean officials to cooperate with humanitar ianaid organizations and allow them to oper ate more freely in the reclusive country Were going to focus on two important areas one is verification the second is what steps are the North Koreans taking to disman tle their nuclear weapons concrete Richardson said at Yokota Air Base on the out skirts of Tokyo North Koreas staterun news agency KCNA reported Monday evening that Richardson had arrived in Pyongyang Richardson a Democrat and not part of the Republican administration of President Bush has been to North Korea several times in the past and has kept up ties with Pyongyang offi cials over the years He visited Pyongyang at the request of North Korea 30 percent of new homes in Santa Fe County at certain prices in the name of increasing affordable housing here Santa Fe County is scheduled to again discuss new affordablehousing rules in a study give taped deposition provide sworn statements or answer written questions By Steve Terrell The New Mexican Indicted state Treasurer Robert Vigil will not testify before a state House of Representatives panel investigating the possibility of impeaching him Former state Supreme Court Justice Paul Kennedy told the impeachment panel Monday that Vigils lawyer Sam Bregman has told him that Vigil wont tes tify live give a taped deposition provide a sworn statement or answer written questions It has been made very clear to me by Mr Bregman that Mr Vigil will not cooperate in any fashion with this subcommittee or its Kennedy told the panel Vigil is facing impeachment as well as 19 federal felony counts of extortion related to an alleged kickback scheme involving state investments In an interview Bregman who initially said Vigil would participate in the impeachment pro ceedings said he wont allow his client to testify because Kennedy wont allow him to subpoena witnesses
