City needs light law state should follow It wasnt so long ago that New Mexicos power companies and coops were trying to shed light on every corner of the state Just hang a mercury vapor lamp on a utility pole or the peak of your barn went the pitch and keep burglars at bay Its an idea whose time is past With the threat of being shot at night and with empty homes awaiting them in the daylight thieves nowadays work bankers hours Still the sun goes down and the lights go on And on And on Mercury vapor lamps once the state of the citystreetlighting art still keep roosters confused at many rural homes and they turn darkness into dazzle on suburban ites garages as With all that artificial light and with New Mexicos population growing its cities sprouting evergaudier lights the stars are going out Our night skies have become obscured by an atmospheric glow The glare of Albuquerque of course covers the widest area As its eerie swath moved north nighttime glow surged southward from Santa Fe Espanola growth gave that town its own glare Los Alamos emerged from wartime blackout into a separate stretch of glare Now capping the flash of casino lights are horrendous 120 foothigh light clusters at Po joaque compliments of the state Highway and Transportation De partment Our whole state is overdue for a lighting law At next years long session of the Legislature New Mexicos senators and represen tatives must recognize the night skies not only as the scenic won der that they are but also as a natural resource Astronomys po tential depends on telescopes reach beyond the atmosphere If ours is lightpolluted cross New Mexico off as an observatory site Arizona came to a similar cross roads a quarter of a century ago when Tucsons glare threatened the efficiency of Kitt Peaks re nowned telescopy center That city and its surrounding county approved the nations first light pollution ordinances Arizonas legislature since has followed suit Here in New Mexico Santa Fe County has set the pace with a twoyearold lighting ordinance Without a similar law in the City of Santa Fe however the county ordinance is of little use Tomorrow evening City Hall has a chance to remedy that prob lem Mayor Larry Delgado and City councilors Cris Moore and Patti Bushee have proposed an outdoorlighting ordinance It would apply to lights of more than 160 watts which means that shielding of ordinary household porchlights will be up to the civic conscience of Santa Feans We urge everyone to fit those lights with downward deflectors As for the big bulbs mercury vapor owners would have three years to get rid of those fixtures Sodium lights will be allowed but lowpressure sodium lamps make more sense both in terms glarereduction and longrun op erating cost New construction would be the first to feel ordinances effects and thats sensible As long as youre putting up a new home or building buy sensible outdoor lighting while youre at it Whatever extra involved will likely be amortized in lower electricity bills The sooner our city can show good results of a lighting ordi nance the sooner visiting legisla tors are likely to see the sense in acting as soon as possible to ing around the White House turn out to be true President Clinton may be a can didate for sex addiction therapy But feminists will still have been right to re sist pressure by the right wing and the media to call for his resignation or im peachment The pressure came from another case of the double standard For one thing if the president had be haved with comparable insensitivity to ward environmentalists and at the same time remained their most crucial champion and bulwark against an anti environmental Congress would they be expected to desert him I dont think so If Clinton were as vital to preserving freedom of speech as he is to preserv ing reproductive freedom would jour nalists be condemned as inconsistent for refusing to suggest he get it For another there was and is a differ ence between the accusations against Clinton and those against Bob Pack wood and Clarence Thomas between the experiences reported by Kathleen Anita Hill Commentators might stop puzzling over the presidents favorable poll ratings especially among women if they understood the com monsense guideline to sexual behavior that came out of the womens movement 30 years ago No means no yes means Americans become con cerned about sexual behavior when someones will has been violated that is when no hasnt been accepted as an answer Lets look at what seem to be the most damaging allegations those made by Not only was she Clintons politi cal supporter but she is also old enough to be Monica Lewinskys mother a bet ter media spokeswoman for herself than Paula Jones and a survivor offam ily tragedy struggling to pay her dead husbands debts If any of the other women had tried to sell their stories to a celebrity tellall book publisher as Willey did you might be even more skeptical about their mo tives But with her you think Well she needs the For the sake of argument here Im also believing all the women at least un til we know more I noticed that CNN polls taken right after Willeys inter view on 60 Minutes showed that more Americans believed her than Clinton 100 YEARS Nonetheless the presidents approval ratings have remained high Why The truth is that even if the allegations are true the president is not guilty of sex ual harassment He is accused of having made a gross dumb and reckless pass at a supporter during a low point in her life She has testified that she pushed him away later went to see him three more times in the same private setting with out any repeat of unwelcome behavior and never experienced job conse quences positive or negative In other words Clinton took no for an answer In her original story Jones essen tially said the same thing She went to thenGov Clintons hotel room where she said he asked her to perform oral sex and even dropped his trousers She refused and even she claims that he said something like Well I dont want to make you do anything you dont want to Her lawyers now allege that as a re sult of the incident Jones described she was slighted in her job as a state cleri cal employee and even suffered long lasting psychological damage But there appears to be little evidence to support those accusations As with the allega tions in Willeys Clinton seems to have made a clumsy sexual pass then accepted rejection This is very different from the cases of Clarence Thomas and Bob Packwood According to Anita Hill and a number of Packwoods former employees the of fensive behavior was repeated for years despite constant It also occurred in the regular workplace of these women where it could not be avoided The women who worked for Pack wood described a man who groped and lunged at them Hill accused Thomas of regularly and graphically describing LETTERS sexual practices and pornography In both cases the women said they had to go to work every day never knowing what sexual humiliation would await them just the kind of hostile envi ronment that sexual harassment law was intended to reduce As reported Lewinskys case illus trates the rest of the equation Yes means Whatever it was her rela tionship with Clinton has never called unwelcome coerced or others than something she sought The power imbalance between them increased the index of suspicion but there is no evi dence to suggest that Lewinskys will was violated quite the contrary In fact her subpoena in the Jones case should have been quashed Wei come sexual behavior is about as rele vant to sexual harassment as borrowing a car is to stealing one The real violators of Lewinskys will were Linda Tripp who taped their the FBI agents who questioned her without a lawyer and Kenneth Starr the independent prosecutor who seems in tent on tailoring the former interns tes timony c What if Clinton lied under oath about some or all of the above According polls many Americans assume he There seems to be sympathy for keep ing private sexual behavior Perhaps we have a responsibility toj make it OK for politicians to tell the truth providing they are respectful of no means no yes means yes and still be able to enter high office includ ing the presidency Until then we will disqualify energy and talent the country needs as we are doing right now years ago Soon I and thousands of other veteran teachers will proudly retire He and the other nihilists who demean us as we care for and guide this States children need to consider the future and this comments about the teachers raise I have a sug gestion Each member of the governors staff would be paid on an annual basis the same salary as a teacher entering the profession in New Mexico in the district which pays the lowest salary The gov ernor would be paid the same salary as a school principal in the same district Neither the governor nor his staff are any more important to the future of this state than the schoolteachers The gov ernor and his staff should be paid ac cordingly Abernethy Santa Fe I was extremely disappointed to read the headline in The New Mexican March 12 quoting Gov Johnsons chief of staff Lou Gallegos regarding public school teachers pay raises Does approval of legislative action come under his jurisdiction Also are we going to be subjected to more pro fanity from the governors chief of staff I sincerely hope not Blanche Quintana Pojoaque Little wonder that there is a 40 per cent school dropout rate around here with public officials like Lou Gallegos making ignorant insulting and irre sponsible remarks about the failures of the educational system Visceral reaction it may be does that make it okay Governor but it re veals his truefeelings and unfortu nately too many others that teachers are a necessary nuisance and that teaching is worth no more than any other babysitting service Would Mr Gallegos like to prove his job is worth Would Mr Gallegos like to take over a class of fourthgraders for a week PVWM Santa Fe My first inclination after reading Lou Gallegos derogatory and demeaning comments in The New Mexican was to refrain from dignifying his insults responding to them However becausg I respect my profession and my fellowi educators I feel I must My husband has always supported Mr Gallegos politically I dont know him personally but because I trust my husbands judgment I supported himj too Little did I know how much he lacks in knowledge understanding and con cern for the needs of his community Theres little more I critique of Lou Gallegos and the accompanying articles Why is it when one politician decides to state a fact that everyone knows is the truth you jump all over him If the public schools were held to behind the mantra that edu cation is different from the real world and that with just a little bit more money the magic bullet will be attain able and it never is No sense no logic no plans just gimme
