budget By BARRY MASSEY The Associated Press Lawmakers raced Sunday to wrapup work on a package to finance public edu cation and generalgovernment opera tions next year and a host of projects for legislators and Gov Bill Richardson The House and Senate gave final approval to a nearly billion budget bill which sends the proposal to Rich ardson The Senate also endorsed a compan ion measure that allocates more than million on hundreds of projects and programs favored by the governor and legislators That measure will go to the governor after it clears the House which is expected today However Richardson isnt getting everything he wanted in the budget related proposals Lawmakers provided million to start prekindergarten programs rather than the million requested by the governor Lawmakers succeeded in one of their goals with the budget approving it in time to force Richardson to either sign or veto the measures before the Legisla ture adjourns Saturday The main budget bill allocates not quite billion from the states main budget account in the fiscal year start ing July 1 That will provide for a percent increase in spending almost million over the current operating budget Money in the budget will finance public schools higher education and generalgovernment operations ranging from courts and prisons to state police and the governors office The House and Senate approved the budget bill on voice votes The final version of the measure is a compromise developed by negotiators from both chambers From of total spending theres not much difference between the compromise news coverage wasnt twisted By DAVID BAUDER The Associated Press NEW YORK A study of flews coverage of the war in Iraq fails to support a conclu sion that events were portrayed either negatively or positively most of the time The Project for Excellence in Journalism looked at nearly stories on television newspapers and Web sites and found most of them couldnt be categorized either way Twentyfive percent of the stories were negative and 20 percent were positive according to the study released Sunday by the Washington based think tank Despite the exhaustive look the study likely wont change the rninds of war supporters who considered the media hos tile to the Bush administration or opponents who think report ers werent questioning enough said Tom Rosenstiel the proj ects director There was enough of both to annoy both he said But the majority of stories were just Kosenstiel said most people understand the complexities of what is going on in Iraq how continued suicide bombings can happen
