submit bids By DIANA HEIL The New Mexican Tuesday marked the end of an era as two bigtime bidders put forth their concepts for running Los Alamos National Laboratory in the firstever competition held by the Department of Energy The University of California has operated the lab since 1943 when the federal government was in a hurry to build the atomic bomb Now no matter which team wins in December a forprofit corporation will be in the picture Even if UC wins it wont be the same old UC as lab manager Three industrial partners Bechtel National BWX Technologies and Washington Group International have joined UC in a limitedliabil ity corporation called Los Alamos National Security The group is up against Lockheed Martin Corp and The University of Texas a partnership known as Los Alamos Alliance LLC On Tuesday it unveiled a network of 33 other schools including Johns Hopkins University designed to give the nations top scientists a hand in research at Los Alamos New Mexico Court post ROBERTS NOMINATION DODGES CONFLICT FOR NOW The Associated Press President Bush announces his nominee for the Supreme Court John G Roberts at the White House on Tuesday Roberts a solid conservative appeals court judge has impressed Democrats and Republicans alike with his performance on the bench and as a private attorney who has argued numerous cases before the Supreme Court By RON HUTCHESON Knight Ridder Newspapers WASHINGTON President Bush nominated appellate Judge John G Roberts Jr for the Supreme Court on Tuesday choosing a quiet conservative who might be able to avoid a bitter confirma tion battle Roberts a member of the Court of Appeals for the District of Columbia Circuit is a former clerk for Chief Justice William Rehnquist and a former legal counsel in the Reagan White House His nomination pleased conservative activists who generally view him as a solid addition to the courts conservative wing Democrats held their fire saying they wanted to know more about Roberts opinions on abor tion individual rights and other sensitive issues If confirmed by the Senate he would replace Justice Sandra Day OConnor a swing vote who often tipped the court balance against her more conservative colleagues Bush praised the nominee as a man of extraordinary accomplishment and integrity He will strictly apply theConstitution and laws not legislate from the Bush blunders lucky for man with 4th DWI Judge reduces charge because man wasnt advised of rights in earlier cases By JASON AUSLANDER The New Mexican A 38yearold Santa Fe man charged with his fourth drunkendriving offense received a lucky break Tues day in District Court thanks to historically lax procedures at Santa Fe Municipal Court District Judge Michael Vigil refused to accept one of Eugene Sargents former DWI convictions because he said Sargent wasnt adequately advised of his rights while a prosecutor did not introduce evidence of another convic tion for similar reasons Therefore Sargent was sentenced for the latest offense which took place in 2003 as if it were his second DWI which reduced it to a misdemeanor Defen dants are charged with felony DWI upon receiving a fourth
